针对城镇保障性住房的基地特殊性，项目的设计理念再创了该建筑类型的新典范。
建筑体量由四组结构钢桁架悬挑与于正下方的地铁隧道之上；其外部特性充分展现了项目建设的严谨有序并极大地凸显了该社区南北建筑截然不同的独到风味。
可持续发展设计根深于项目的系统和材料选择中。
建筑的北部主立面由从透明玻璃底座升起的五道半透明玻璃塔元素构成，为周围布鲁克林区的街景增添了一分庄重和优雅。
